FG to strengthen auditor-general’s office for anti-graft war
President Goodluck Jonathan has said the Office of the Auditor General for the Federation would be strengthened to boost his administration’s fight against corruption.
Jonathan stated this on Tuesday in Abuja while commissioning the new office complex of the Office of the Auditor General of the Federation.
The eight-storey building with about 240 rooms is located in the Central Business District of Abuja.
It is equipped with two giant 500KVA standby generators, water treatment plants with two boreholes, three elevators and three inverters to power the elevators in case of power failure.
Jonathan said the commissioning of the complex is a demonstration of his administration’s commitment to guarantee the independence of the auditor general’s office.
This, according to him, will not only guarantee accountability in the management of the nation’s resources, but ensure that the fight against corruption is won.
He said if auditors performed their jobs efficiently, those institutions set up by the government to look at corruption cases would have less work to do.
Jonathan said, “An effective and efficient auditor-general’s office will not only guarantee accountability but will ensure that our fight against corruption is won.
“I commend the auditor-general of the federation for the successful realization of this project in this important year of our centenary. Let me also commend the efforts of reorganizing the office and modernize your mode of operation.
“I will like to assure you that government will do everything possible within the ambit of the law and available resources to support your office.
“If the office of the auditor-general carry out their function very well, then even the institutions set up by government which look into corruption cases will have less work to do because they would have done the basic work.
“From the result of the auditing, investigations becomes easier.And I think that this office needs to be strengthened so that you will help Nigerians.”
The president commended the National Assembly for its consideration of the audit bill, noting that this would further help to guarantee the independence of the office of the auditor general of the federation.
Earlier in his remark, the Auditor General for the Federation, Mr Samuel Ukura, while commending Jonathan for granting approval for the acquisition of the office complex, however, called for increased funding to the office.
He said the need for more funding was borne out of the increased in operational costs owing to new audit areas which are in line with international best practices.
The new audit areas according to him are performance audit, information technology audit, environmental audit, forensic audit, risk based audit, performance information audit and audit of over 100 foreign missions that are expected to be audit yearly.
Ukura explained that carrying out audit in these areas will not only bring the office to a matured level, but will also boost public confidence in the mandate of the office to the overall accountability process of the nation.
He said, “The office intends to pull out all its members of staff from the premises of audited to our building.
“This will guarantee operational independence which is in line with international best practice.
“However, I regret to inform Mr president that this building is not adequate for this planned withdrawal of our members of staff.
“In view of this, therefore, I would want to crave the gracious support of Mr president towards improving the funding of the office.”
On the submission of annual audit reports to the national assembly, the AGF informed the president that the office had submitted the audit report of 2012 while work is in progress for that of 2013 fiscal year.
Also speaking, the Chairman, Senate Committee on Public Accounts, Senator Lawan Ahmad, said the fight against corruption in Nigeria cannot succeed without an efficient auditor general’s office.
To ensure the smooth running of the operation of the auditor general, he said the senate had begun the amendment of the audit bill to give the office the power to get its allocation from the first line charge.

FRSC Secures Conviction Of 892 Traffic Offenders

The Federal Road Safety Commission (FRSC) in Osun said on Tuesday that it secured the conviction of 892 road traffic offenders in its mobile courts between January and December 2013.
The FRSC Sector Commander in the state, Mr Muhammed Husaini, said this in an interview with the News Agency of Nigeria (NAN) in Osogbo.
Husaini said the offences of the convicts ranged from non-compliance with the use of seat belts to driving without valid documents.
He said in addition to those prosecuted and convicted, 31 other offenders were cautioned and discharged by the court.
The FRSC boss warned motorists to stop breaking traffic rules, adding that the commission would not relent in its efforts at keeping the road safe for every road user. (NAN)

Jonathan Restates Corruption Fight, Commissions Auditor-General’s Office
The Federal Government has resolved to strengthen the office of the Auditor-General to give it more impetus in the fight against corruption.
President Goodluck Jonathan gave the indication while commissioning the headquarters complex of the Auditor-General of the Federation’s office in the Federal Capital Territory, Abuja.
The President decried a situation where a national accountability institution like the Auditor-General would be allowed to operate from a three bed room apartment, a situation not befitting to its image.
He commended the National Assembly for the audit bill and the relevant constitutional amendment that would strengthen the Auditor-General’s office for the good of Nigeria.
The President said that he granted the request by the National Assembly for the acquisition of the new building that was commissioned, believing that the Auditor-General needs a conducive working environment to discharge the important work in the fight against corruption.
The commissioning attracted the FCT Minister, Bala Mohammed, and some Nigerian lawmakers who asserted that the auditors were the first line of defence in the fight against corruption, even before one gets to the EFCC and other anti-corruption agencies.
The Auditor-General, Samuel Ukura and his staff expressed joy at the commissioning. He said that henceforth, Nigerians should expect international best practices in their operations.
The Auditor-General of the Federation, Samuel Ukura, noted that by providing the building, the President has sharpened the teeth of the Auditors-General to bite, and that they would do, not minding whose ox is gored in the fight against corruption in Nigeria.

EFCC Press Release: EFCC Arraigns Man For N6.9m Fraud

The Economic and Financial Crimes Commission, EFCC on Tuesday, February 25, 2014 arraigned one Kingsley Nwaeweche before Justice Maryanne Anenih of the Federal Capital Territory High Court, Abuja on a 3-count charge bordering on criminal misappropriation. The accused is alleged to have fraudulently converted the sum of N6, 940,802.00, part of the rent on a property, for personal use.
One of the counts reads: “That you, Kingsley U Nwaeweche ‘M’ ( being a Director and major shareholder in Aukings Properties Limited) and Aukings Properties Limited, sometime in January, 2012 at Abuja, within the judicial division of this Honourable Court did commit an offence to wit: criminal misappropriation by dishonestly converting the sum of N6,940,802.00 ( Six Million, Nine Hundred and Forty Thousand, Eight Hundred and Two Naira) being part of a total sum of N22,590,000 (Twenty Two Million, Five Hundred and Ninety Thousand Naira) paid to you by one Ade Mamonyane Lekoetje as rent in respect of property at No.10 Winnepeg Close, Maitama, Abuja without her consent and thereby committed an offence punishable under section 309 of the Penal Code.”
The accused pleaded not guilty.
Based on the plea of the accused person, the prosecution counsel, Benjamin Manji, asked the court to fix a date for trial and remand the defendant in prison custodyl. The prosecution counsel told the court that it was not the first time the case was coming up for arraignment but that the accused person has been elusive after the Commission granted him administrative bail.
However, counsel to the accused, Mahmood Ahmed prayed the court to admit his client to bail as the offence is bailable.
Justice Anenih fixed March 5, 2014 for ruling on the bail application and ordered that the accused be remanded in prison custody.

Indian doctor arrested for practicing without license
An Indian Neurosurgeon, Dr. Raju Bhuvaneswara Basina, was on Monday arrested in Abuja by officials of the Medical and Dental Council of Nigeria for operating without a licence.
He was picked up by the police from Apo Resettlement Division and MDCN’s inspectorate officials led by Dr. Henry Okwuokenye at the Asokoro District Hospital in the Federal Capital Territory.
MDCN had vowed to eradicate quackery in the practice.
Already the Council is prosecuting at least three separate cases involving improper licencing in the court of law.
Basina, 53, was performing a Craniotomy (brain surgery) in an operating theatre at the time of his arrest.
The Chief Medical Director of Asokoro Hospital, Dr. Ahmadu Abubakar, had to prevail on officials of MDCN to wait for him to finish his surgery before they could pick him up.
Basina only applied for license recently after many months of practicing at the hospital without obtaining clearance from the MDCN, the regulating agency for doctors and dentists in the country.
The FCT Administration, through its establishment unit and Health Secretariat, centrally hires and posts doctors to its district hospitals, managed by the Hospitals Management Board.

Jonathan’s attack on Shettima unpresidential, petty -APC
The All Progressives Congress has condemned President Goodluck Jonathan’s comment against Borno State Governor Kashim Shettima during the Presidential Media Chat on Monday, calling it unwarranted, unpresidential and petty.
In a statement on Tuesday by its Interim National Publicity Secretary, Alhaji Lai Mohammed, the party said Jonathan was wrong “to have threatened, no matter how subtly,” to withdraw from Borno the troops battling against Boko Haram insurgents.
The party asked the President to apologise to the people of Borno State and to all Nigerians for what it described as “presidential indiscretion.”
It believed that the threat, which was in response to the statement credited to the governor that the soldiers, battling the terrorists, needed to be better equipped and more motivated, “showed clearly that President Jonathan does not have a full grasp of what is expected of him as President and Commander-in-Chief of the Armed Forces.”
APC added, “Mr. President, your most important duty as President is to ensure the welfare and security of all Nigerians, irrespective of the criticisms you may face or whether or not they voted for you. Therefore, you are not doing anyone a favour by performing that duty. It is the role you swore an oath to perform.
”Also, even if you feel that the governor should not have made the statement he made, it is incumbent upon you, as the President and the father of the nation, to take the higher road, instead of choosing a public forum to air your grievances. Wittingly or unwittingly, Mr. President, you have played into the hands of the insurgents, who must by now be gloating at the discordant tunes in government over the battle against them.
It said based on the anger exhibited by Jonathan while commenting on Shettima’s statement, the party was justified in its call on the President not to go ahead with his reported plan to remove the governor and replace him with a military administrator.
The APC said, ”President Jonathan should know that a leader cannot afford to be taking decisions on the basis of a perceived slight or criticism, because such decisions are most likely to be wrong and counter-productive. He should also use his enormous powers as President for the benefit of the people, not to their disadvantage.
”By his threat to pull out the troops from Borno for one month, he has further victimised the good people of the state, who have been at the receiving end of the senseless attacks by Boko Haram. A retraction of his threat and an apology to the people will be a good starting point for Mr. President to make amends.”

That was vintage 2face whose songs will continue to be one of Nigeria’s best.
As politics and politicians in Nigeria gain more popularity, more and more people are getting involved in their packaging and the celebrities are not left out.
Since the 2011 general election campaigns, Nigeria actors, actresses, artistes and even comedians have been engaged as political tool one way or the other.
Most of them are now campaign officers as they go about endorsing politicians, believing that their popularity and influence would compel voters to accept whoever they have endorsed even without giving reasons for their endorsement.
It will be recalled that during the campaigns in 2011, the Koko master, D’banj was said to have interviewed president Goodluck Jonathan, who was the presidential candidate for the People’s Democratic Party (PDP) in 2011. Also in that year, the Francis Duru-led group joined other celebrities at the Eagle Square where they performed and pledged their support for President Jonathan.
These entertainers include Onyeka Onwenu, Felix Liberty, Daddy Showkey D’Banj, Wande Coal, Weird MC, Sasha, Yinka Davies, and Yemi Showunmi.
An album was even produced in the course, tagged “Goodluck Jonathan”, which featured top musicians like Zaaki Adzee, Sunny Neji, Sammie Okposo, African China, Naeto C, 6ft Plus, Kefee, Waje, Tosin Martins, Daddy Showkey and others.
Another category of the campaign known as “I Believe In Goodluck Jonathan”, also featured top Nigerian actors like Ngozi Nwosu, Desmond Elliot, Clem Ohameze, Femi Brainard, Ufuoma Ejenobor, Nonso Diobi, Yul Edochie, Yemi Balq and Mercy Aigbe.
Others were Uche Obodo, Emmanuella Njudigbo, Ejike Asiegbu, Maureen Solomon, Tony Umez, Uche Iwuji, Chinyere Winifred, Emeka Enyiocha, Benita Nzeribe, Anne Macaulay and others.
That same year, a campaign/endorsement video featuring Genevieve Nnaji, Ini Edo, Olu Jacobs, Monalisa Chinda, Ramsey Nouah, Desmond Elliot and Stephanie Okereke came online though it was later removed.
In Lagos State just like several other states within the country, many celebrities endorsed Governor Babatunde Fashola under the platform of the then Action Congress of Nigeria (ACN).
Artistes and comedians like P-Square, 2face, Banky W, Weird MC, WizKid, Darey, 9ice, Basket Mouth, Seyi Law and Princess, Peace and Saheed Osupa, Sunny Neji, DJ Zeez, were said to have performed at the Teslim Balogun Stadium in support of Governor Babatunde Fashola,
The same year, Kelly Hansome released a song titled, “Say Yes to Amaechi” in support of Rivers State governorship candidate and incumbent governor Chibuike Rotimi Amaechi.
As the 2015 general elections draw closer, there are indications that more politicians will be interested in using more celebrities as their tools just as more celebrities are even ready to join the train.
Entertainers As Force Of Change
Celebrities all over the world are known to work towards change and not for money. According to Daily Mail UK, about 194 celebrities worked towards the election of the first US president. In Nigeria, some members of Nollywood and some musicians were part of the electioneering campaign that saw president Goodluck Jonathan winning the election. Popular among them were Onyeka Onwenu, Sam Okposo, Stephanie Okereke, Bob Manuel Udokwu, Segun Arinze and others, who drew attention of the public not because they trusted the candidate they were campaigning for but because they believed that they could lure unsuspecting Nigerians to vote for whoever they wanted, to the detriment of the general populace, not minding that as entertainers they are supposed to not take sides but be forces to reckon with.
According to Olanrewaju Dabiri aka (eLDee), before the 2011 voter registration exercise began in Nigeria some of them were very excited as they saw it as an opportunity to effect the much-needed change in the country.
He emphasised that he geared up and began non-partisan campaigns aimed at youths in Nigeria to ensure that they register, vote, and protect their votes, stressing “it is sad and indeed worrying that people continue to take advantage of good intentions and initiatives for selfish and corrupt purposes. I use this medium to make public that I have never, and will never be a part of any campaign for any politician and I’ll be glad to announce if and when I do but until then, I don’t appreciate my image and likeness being exploited for political purposes without my consent.
“I spent at least four to six hours every day campaigning on social network platforms, electronic and print media. My team and I did everything we could from explaining the process, to following people on twitter that posted pictures of their registration cards, to giving away cellphone airtime and even went as far as helping local INEC officials with some of the technical difficulties they faced at the commencement of the registration exercise.
“Household names such as PSquare, D’banj, eLDee, Tuface, MI, Banky W, Naeto C, Sound Sultan, Timaya, Wizkid, Duncan Mighty and the likes, would easily fill up arenas in any city so why not have a free concert that people can only be a part of if they present their voters registration card. To the best of my knowledge, we came up with a tag called “Our time” for the concert series. In order to avoid the initiative being politicised, we agreed to raise funds through non-partisan means alone.
“We put little resources together and quickly shot TV commercials since there were only few days left of the voter registration period. The commercials were immediately published on TV/Internet and it generated a good amount of attention. At the end of the voter registration period, there was overwhelming evidence of the success of the initiative and we all looked forward to entertaining our registered voter fans at the concert series.
“Fast forward to March 17, 2011. I am watching television and I see a commercial that looked just like the one we shot for our campaign. It was indeed footage from our voter registration initiative commercial; however, this version was manipulated to suit a different purpose. The new edit describes a free concert featuring D’banj, 2face, MI, eLDee, PSquare, BankyW, Duncan Mighty, Wizkid and others, which supposedly held in Abuja on March 25, 2011 and totally omits our voter registration campaign initiative. The advert now ends with a different tag-line, “supported by Our Time Group, Youths rising up for GEJ.” I immediately had a cold feeling of shock, betrayal, deceit, and misrepresentation because this was the exact opposite of what we created the initiative for. Now I was being touted as a representative of the youth in support of the Goodluck Ebele Jonathan presidential campaign. What’s even more interesting was that Silverbird TV ran this new advert before and after the D’banj interview with Goodluck Jonathan, as if it were part and parcel of that GEJ campaign initiative. I called all parties involved to express my disapproval and disgust at how anyone would take such an innocent initiative and manipulate it to misrepresent the interest and support of the youth. To my dismay, another slap in the face came in the form of a full-page newspaper advert in The Vanguard of March 22, 2011 with my picture, among other artistes, advertising the same GEJ Presidential campaign concert,” he frowned.
That is how people are being manipulated for selfish purposes.
Gearing-up for 2015
There are lots of fans who have been critical about artistes using them as tools for their own selfish aim and for political office holders who want their votes for their own purposes.
According to Matilda Okosun, Nigerian Celebrities are tools in the hands of politicians that is why they could be used as campaign machinery and “evil promises that are of detriment to the citizens.”
“Take for instance the last general election, we saw everything and how they were fighting for the money given to them by politicians to campaign for them. Which they did without shame. They should desist from that or their musical career would be jeopardised,” she warned.
As the 2015 general elections draw near, Nigerian celebrities in the entertainment industries should fight for change and development and not for their personal pockets.

Man, 20, in court for assaulting security guard
A 20-year-old applicant, Timothy Sunday, of Mpape Village, Abuja, on Tuesday appeared in a Wuse Zone 2 Senior Magistrates’ Court, Abuja, for assaulting a security guard.
Sunday is charged with criminal assault.
The prosecutor, Cpl Monday Akor, told the court that on Feb. 22, at about 2.10 p.m., Malam Alhassan Zakari, of Riverside, Masaka, Nasarawa State, lodged a report against the accused at the Maitama Police Station.
He said that Zakari, who was a security guard attached to the MTN office in Maitama reported that on same day, while he was on duty, the accused person attacked him.
According to Akor, the accused person assaulted Zakari and tore his uniform.
The offence, he said, contravened the provisions of Section 265 of the Penal Code.
If convicted, he faces one year in prison or with an option to pay a fine or with both.
After the charges were read to him, Sunday pleaded not guilty.
He told the court that on the contrary, it was Zakari who first attacked him.
The counsel for the accused, Mr Ikechukwu Nnemeka, applied for the bail of the accused person on liberal terms, assuring the court that he would not jump bail if granted.
The Senior Magistrate, Mr Mohammed Anka, admitted the accused to bail in the sum of N50,000 with one reliable surety who must be above 35 years.
He ordered that the surety must have a fixed address within the jurisdiction of the court which must be verified by the prosecution.
Anka ajourned the case to March 5 for hearing.

EU to assist crisis-hit Ukraine
The European Union Foreign Policy Chief, Catherine Ashton, on Tuesday said the EU was considering financial assistance for Ukraine to help the latter deal with its economic crisis.
“We are mulling the combination of short-term borrowing and long-term loans.
“The EU, along with other lenders, in particular the International Monetary Fund, are standing ready to provide Ukraine with loans, but only if Kiev implements economic reforms,’’ Ashton said.
Report says that Ukraine, which faces $17.4 billion of foreign debt repayments this year, has turned to the international community for help.
It has proposed an international donor conference with the participation of the EU, the US, Poland, the IMF, other countries and international institutions to raise funds for Ukraine’s reforms and modernisation.
Ukraine’s Finance Ministry said the country needed about $35 billion in aid to improve its economy.
